The championship of World Cup Soccer can't be measured by the ability of the team at that time. The achievement in past tournament can be important. For example, Netherlands, who experienced EURO championship before, always become the favorite whenever they win preliminary, and Spain who is one of the strongest countries in Europe hadn't won the Championship.
Actually, in past World Cups, Brazil kept going to final match successively in 3 time. Before that, Germany also kept going to final match successively in 3 time. There should be 20 teams who were the finalists in past 10 World Cups while there were only 7 teams in actual; Germany 6 times, Brazil 4 times, Italy and Argentina each 3 times, Netherlands 2 times, and France and England each once. Lookint at this data, you can notice how strong Brazil and Germany are!!
Those 2 teams, Brazil and Germany, hadn't compete in World Cup until they fought at final in last World Cup 2002. This was one of Seven Wonders of World Cup Soccer.

W杯での優勝というのは、単純にその時のチーム力だけでは測れないものだ。過去の実績というのが結構大きい。たとえば、出場すれば必ず優勝候補に挙がる過去に欧州選手権優勝の経験もあるオランダ、あるいは無敵艦隊スペインといったヨーロッパの強豪国もワールドカップでは優勝には届いていない。
実際、過去3回の大会で決勝に3回ともブラジルが進出しているし、それ以前もドイツが3回続けて決勝進出しており、過去10大会の決勝進出チームは理論上20チームのはずだが、実際は7チーム(ドイツ6回、ブラジル4回、イタリアとアルゼンチン3回、オランダ2回、フランスとイングランド1回)だけなのだ。これを見ると、ブラジルとドイツがいかに強いか、というのがわかってもらえるだろう。
そのブラジルとドイツが前大会の決勝で戦うまでW杯では対戦したことがなかったというのはW杯7不思議となっていた。
