Last team is Germany. They are exempt from preliminary because they are the host country, which leads to their poor performance in practice matches. Their disfavor before World Cup is already thier standard. They are always told that they are not in good condition but they achieved great record recently; 2nd, Best 16, Best 8, Championship, 2nd, 2nd.
