In Japan, a student can get high education and high income normally whatever his/her parents education is. This is absolutely true from my experience and judging from my friends.
However, in USA, parents' education background and income affect on child's future. Famous universities in USA are almost all private school and they request expensive school fees. There is no school whose fees is same as Japanese national universities and whose level is same as Japanese ex-imperial universities. And American society has same tendency with Japan that is educated society, which consists the equation "High Education = High Income". Ofcource there are some exceptions that person who didn't go to university get a high income, but it is rare case in general and "high education = high income".
As a proof of this theory, looking at American and Japanese bureaucracies, they all graduated from the top-level universities in each country. Oppositely, the person whose final school is high school can't be bureaucracy.
One of the best status and best income job both in USA and Japan is doctor. As you know, to be a doctor, it is required to graduate from medical school and it costs a lot of money.

日本の場合、親の収入、あるいは学歴とは無関係に高学歴、高収入を得るのは珍しくもなんともない。これは、自分自身の経験や自分の友人たちを見渡してみても間違いない。
しかもアメリカでは親の収入、あるいは学歴というのが子供の将来に大きな影響を与えている。というのも、アメリカの有名大学はほぼすべて私立大学であり、学費がとても高い。日本の国立大学のような学費で、日本の旧7帝国大学のような学力レベルの学校はないに等しい。そして、アメリカの社会も日本社会と同じく、学歴社会の傾向にあるため、「良い大学＝高収入の仕事につながる」という図式が成り立つのである。無論、中には大学を出ていなくても、高収入を得ている人はいるが、全体的に見ると、それはごく少数派であり、やはり高学歴＝高収入なのだ。
その証拠というわけではないが、日米の政府官僚の学歴を見てみると、それぞれの国のトップレベルの大学を出ている、逆に高卒では官僚にはなれないのだ。
日米で社会的地位も兼ね備えた高収入の仕事といえば、医者であるが、ご存知のように、医者になるには医学部を出なければならないし、医学部というのは日米共に学費がとてつもなく高いのである。
